Gary A. Johnson
Gary A. Johnson has
extensive experience in the areas of multicultural
management and facilitation. He has developed,
implemented, and managed comprehensive programs in
cultural diversity, racial harassment prevention, sexual
harassment prevention, interpersonal conflict, and
personal empowerment. Gary has 29 years
of work experience, including eighteen years working for the
federal government in a variety of disciplines. In his three
years at the White House, he was assigned to the National
Security Council staff where he worked for three Assistants to
the President for National Security Affairs. Gary has also
worked as an Intelligence Watch Analyst, Special
Agent/Investigator, and Diversity Program Manager.
Before formally starting his own
company, Gary worked as a Senior Trainer and later as a Regional
Account Manager for a large training and HR firm in Boston,
MA. As a trainer, Gary worked exclusively with Fortune 500
executives and senior managers. In his work as a Regional
Account Manager, Gary was responsible for new sales and account
management with Fortune 500 companies.
Since 1995, Gary has spent a
considerable amount of time working as a senior trainer and
consultant to Fortune 500 companies and Wall Street firms.
Either independently or in collaboration with other HR firms, he
has provided training and consulting services to the private
sector firms and government agencies listed below.
Gary produced and hosted several
videos on diversity and harassment prevention for the U.S.
government. He also serves as a training consultant for other
HR firms and a labor laws compliance training company in
Maryland.
Gary received his BS degree in
Organizational Management from Columbia Union College and
studied at the Antioch University School of Law, in the Masters
of Legal Science program.

Dr. Jerry "Doc" Semper

seminar leader for organizations and
individuals seeking to improve in both productivity and harmony. He uses
effective, practical principles developed from academic training, combined
with hands-on involvement as a team member
with police, military, and Fortune 500 corporations. A provider of specific
programs for Youth and Families, for several national organizations; a
Police Department trainer for well over 100 organizations; a trainer for
Educators, and Government employees of

Edward E. Smith
Managing Partner/Director

Edward
E. Smith
has over twenty-five years of
experience as a trainer, facilitator and organizational change agent
for the federal government, colleges & universities, and
associations. He is a
former Program Officer and Team Leader for the U.S. Department of
Education where he once managed the agency's largest contract. He
served as Director of Education for the Westinghouse Learning
Corporation (WCEP) program, and also served as Director of Education for
the American Technical Assistance Corporation (ATAC).
Mr.
Smith is certified in Myers-Briggs Type Indicator (MBTI).
TQM,
Group Dynamics, Advanced Facilitation, and Facilitating Strategic
Planning. His unique
training background has led him to assist organizations with modern
management procedures, personal development strategies, and
interpersonal communications techniques.
Mr. Smith developed the course entitled "Managing
Cultural Differences" that was delivered in the federal
government. Much of his
work in diversity has focused on using "broad-minded"
approaches to communicating effectively with those who appear to be
different. He co-developed
the US Department of Education's course in Interpersonal
Communication.
Mr.
Smith has a M.A. in Adult Education (curriculum), has completed
extensive doctoral work in public administration, and is President of
Edward E. Smith & Associates.

Ricky Ford
Mr. Ford
has more than 24 years of experience in project management,
network security, telecommunications, systems integration,
technical training, LAN/WAN design/installation/support,
technical training and end-user support. The technical
experience consists of systems integration, turnkey systems
design/development/installation, network engineering,
hardware/software installation/testing, and prototype
development.
Management/business development experience includes
management of CPFF, T&M, and FFP contracts along with
proposal and presentation development.
Professional Experience
Mr. Ford has been providing network
engineering and proposal development support for the
following clients: Unisys, Century Planning Associates,
Alliance Insurance, Quality Technology, Planning Research
Corporation, Keen Technology Consultants, and Public
Technology, Inc. Engineering support includes network,
firewall installation/support, network
design/implementation, maintenance, system administration,
and second/third level engineering trouble support.
Mr. Ford is providing network design,
equipment (hardware/software) specification, procurement
support, system installation/integration, disaster recovery,
network security, system administration and management
support to various clients. He is also providing technical
proposal support (writing, Red/Gold/Purple team reviews)) to
clients on Federal procurement efforts.
Mr. Ford provided network-engineering support
to PRC and Unisys on the DOJ/AFMS Consolidated Asset
Tracking System (CATS) project from 1995 - 2006. He
performed the following functions: Installed and maintained
all firewalls; provided support for all C&A activities
(penetration tests, network scans, documentation), performed
network vulnerability scans, installed Windows-based LANs,
installed/configured Cisco routers, installed/configured
DSUs, designed/implemented TCP/IP and SNA WAN connectivity,
setup VPNs, completed network traffic analysis,
designed/configured the custom CATS desktops, served as the
email and TACACS administrator, performed system
administration tasks on Windows, Linux, and Solaris
machines, provided desktop, application, and end-user
support, provided technical training, and second/third level
engineering trouble support.
On the
DOJ/AFMS CATS contract, Mr. Ford was also responsible for
the successful transition of the CATS systems from the US
Treasury network to the DOJ network in 2000. He was also
responsible for the successful network transition of CATS
user agencies from the mainframe environment to a
client-server environment in 2005. He also served as the
AFMS engineering contact with all CATS user agencies.E-mail:

Gillian Sescoe
Gillian Sescoe has over 30
years of work experience as a project manager, trainer, facilitator,
change agent and consultant for the Federal Government.
During the course of her Federal Government career, Ms. Sescoe, a
certified instructor/trainer and team builder, designed, developed and
delivered workshops on professional development, succession planning, team
building, train the trainer, harassment and diversity issues.
In addition, she conducted feedback, communication, career development,
conflict in the workplace training, and specialized customer directed
training. Ms. Sescoe also specializes in coaching, counseling and
employee recruitment and retention.
During her career, Ms. Sescoe was the recipient of numerous awards and
citations. On her retirement she received the Career Intelligence Medal.
Born and educated in London England, Ms. Sescoe has lived and traveled
extensively throughout Europe, the Middle East and Asia, giving her the
opportunity to understand other societies and cultures. In her volunteer
life, Ms. Sescoe is Co-President of a Hadassah Chapter, and volunteers at
a local elementary school as a reading and cognitive skills specialist.

M. Janice
Wilson
Janice Wilson is a Diversity Consultant and Human
Relations Specialist who is currently retired from the
Federal Government after 35 l/2 years of federal
service. During her career, she sought and obtained
positions of increasing responsibility rising to a
mid-management position as a Program Manager. Her
responsibilities included managing and leading a
Diversity Best Management Practices program for over
5,000 employees. Mrs. Wilson is a certified Instructor
and training consultant specializing in management and
leadership development. Her most recent experience is
in working with the local Board of Education and her
county public school system. Mrs. Wilson has provided
diversity training to High school, middle school and
elementary school teachers. She was recently called on
to work with the school principals and vice principals.
She is certified in the use of the PDI Profilor
Instrument and has experience working with managers and
employees helping them interpret their feedback. Mrs.
Wilson has also provided one on one coaching to senior
level federal government personnel. She has received
numerous performance awards and kudos for her work in
this area. Mrs. Wilson’s background is in Human
Resource Development and she has worked as a Human
Resource Manager. Her non-confrontational style has
proven to be very effective in working with difficult
audiences. She is known for engaging in straight talk
that facilitates progress for everyone she consults
with.

Carla Scopeletis
Carla Scopeletis
retired from the Central Intelligence Agency (CIA) after 33 years as an
analyst; a manager with positions of increasing responsibility; a senior
inspector with the Office of Inspector General who headed numerous teams
examining critical issues affecting the resources, organizational
structure, personnel policies, and strategic planning for the CIA; and,
finally, the Associate Deputy Inspector General for Inspections. A
member of the Senior Intelligence Service, she received seven SIS
Performance Awards and a Meritorious Officer Stipend for Achievement.
While at the Agency, Mrs. Scopeletis was actively involved in mentoring
women, working on various studies designed to break the “glass ceiling,”
speaking on issues relating to women in the workplace, and working
actively with managers at all levels to increase opportunities for hiring
and advancement of minorities.
Upon her retirement,
Mrs. Scopeletis started her own consulting business, working primarily for
the Intelligence Community. Many of the consulting jobs involved
examining personnel policies, including issues such as feedback, open
communication, establishment of fair and “transparent” career panels,
grievance and discrimination processes, and the role of training and
education in career development. She has been a consultant for
Organization 21 for the past two years and is a professional actress.
Mrs. Scopeletis
received a B.A. in History with Honors from Wittenberg University and an
M.A. in International Relations from the Fletcher School of Law and
Diplomacy. Mrs. Scopeletis is also a graduate of the National War College.

Susan
Burgoyne
Susan Burgoyne received her BA in Speech
Communication from Towson University. She went on to earn an MA in
Speech Communication from San Diego State University's top ranked
graduate program. She has taught in the Communication field for
over thirteen years. She has a passion and a love for teaching and
the discipline of Communication.
Susan’s past teaching experience has been at George
Washington University, University of Maryland University College,
San Diego State University, Grossmont Community College, University
of San Diego, and Towson University. She has taught a wide range of
communication courses including: Interpersonal Communication,
Nonverbal Communication, Organization Communication, Public
Speaking, Advanced Public Speaking, Small Group Communication,
Listening, Intercultural Communication and Introduction to Human
Communication.
Currently, Susan is teaching for George Washington
University's Communication Program and the University of Maryland
University College's Communication Department. In addition to
teaching in the traditional classroom, she also teaches in the
virtual classroom. Although she enjoys instructing in an on-line
format, she prefers the quality interaction of the traditional
classroom.
While Susan lived in California, she established a
small consulting business where she assisted executives on the
construction of speeches and coached them on the delivery of public
presentations. Her clients were able to greatly lower their
communication apprehension and eloquently deliver their
presentations.
GAJCO is thrilled to have Susan on its team, where
her expertise and talents are put to good use. She is a dynamic
speaker and an experienced researcher.

Duane E. Jenkins
Summary:
More than 17 years of executive-level expertise and
knowledge in the areas of public and private
financial management, government performance
management, program evaluation, strategic
planning/implementation, business process
re-engineering, federal statutory and regulatory
development, information technology integration, and
business accounting and finance.
Work Experience:
Performance Strategies, Inc.
– Founded company specifically to market and
implement the Performance Evaluation and Integration
Tool (PEIT©). Accomplishments include
creating a rapid application development approach to
couple with PEIT‘s technological approach that would
enable clients to realize value quickly and hasten
their return on investment in PEIT’s government
performance management content development approach.

Working with the Department of Health and Human
Services’ Chief Financial Office to develop
financial performance business questions and the
related analytics/metrics that will enable HHS’
financial managers to identify data from its $700
billion budget authority execution activities to
glean performance information. This information
will be used as the integral component of HHS’
solution to evidence how its managers use financial
information on a day-to-day basis, to satisfy the
Presidents Management Agenda’s Improving
Financial Performance element.

Working within the Federal Trade Commission’s Chief
Financial Office to capture and analyze “as-is” work
processes, data flows, workflow improvements as a
part of initial analysis required for FTC’s 5-year
financial management system migration project.

Helped design a performance-based solution for HUD’s
Office of Single Family Housing query, analysis, and
reporting tool in response to problems uncovered in
recent GAO studies.

Worked as a subcontractor to rectify performance and
structural accountability problems in the TSA
employee parking assistance program.
Conducted the “Introduction to Performance
Measurement” training module during HUD’s July
2004 2-day Management Plan Workshop. Provided
expert advice and consultation to the
participants (which were comprised of 60
HUD-wide executives and manager) on how to
integrate GPRA- and PMA-related performance
